Paris MOU emphasizes on Enclosed Space Safety.

Enclosed Spaces – are still considered to be the worst threat for Human Life on board ships. It is to be noted that in spite of many safety training and procedures, still deaths happen due to an unsafe enclosed space entry. It is well known that the key factor for such deaths is lack of oxygen or oxygen being substituted by other toxic gases.

Port state control through Paris MOU and Tokyo MOU are implementing a specialized training for seafarers on safe entry into enclosed spaces which could become part of CIC (Concentrated Inspection campaigns).

The Paris MOU committee also decided that, after the entry into force of the Maritime Labour Convention, 2006 (MLC 2006) in 2013, a CIC will be carried out in 2016 to verify compliance with the convention.
