5,000 people were out of power after a ship hit a power line at the Stockton port, causing a power outage on Tuesday.
The areas surrounding Highway 4 to Alpine Avenue faced a bad power breakdown.
PG&E crews are working at several locations in the city to restore power.
At about 11.30 am just 20 remained without power. No time has been given for when power will be restored to all customers.
