On July 1, 2022, the Paris MoU released its 2021 Annual Report as reported by Safety4Sea.
MoU Report
The report gives an overview of the Paris MoU’s operations and statistics for 2021, which differed from previous years once more because of the ongoing COVID-19 pandemic.
The report claims that general conditions did improve in 2021, leading to an increase in inspections, deficiencies, detentions, and bans. Specifically, the detention rate has increased to 3.43% (2.92% in 2020). Detainable deficiencies climbed to 3,274 in number (from 2,182 in 2020). 15,387 inspections were conducted in total. Undoubtedly a significant growth till 2020: 13,168.
Additionally, 11 Refusal of Access Orders (bans) were issued in 2021, an increase from the 8 bans imposed in 2020.
Ships banned
36 ships were prohibited for several detentions in the last three years, seven ships were banned for “failing to call at a designated repair yard,” and one ship was banned for fleeing detention. Seven ships received a second ban during the same time frame. The Comoros and Republic of Moldova flags have had the most bans over a three-year period.
The “White, Grey, and Black List” from the Paris MoU shows a slight change in the shipping quality, with a larger “White List” and a smaller “Black List.”
There are slightly more flags on the “White List,” 40 in all, than in the year 2020. (39). The “Black List” comprises seven flags, while the “Grey List” has 21 (22 in 2020). (9 in 2020).
Flag States
Flag States give recognised organisations (ROs) permission to conduct required surveys on their behalf. The Annual Report provides a RO performance list. 64 (12.1%) of the 528 detentions logged in 2021 were deemed RO-related (10.6% in 2020). It is noteworthy that no RO was listed on the RO performance list in the category “extremely low” for the second year in a row.
The ships flying a “Black-listed flag” had an average detention rate of 15.8% with 380 inspections and 60 detentions, which is significantly higher than the 9.4% in 2020. For ships flying a “Grey-listed flag” the average detention rate was 8.2%, again substantially more than the 4.6 % in 2020. Compared to 2020 (2.4%) and 2019, ships flying a “White-listed flag” experienced an average detention rate of 2.8% (2.2% ).
The Paris MoU Annual Report also provides information on potential future changes to the region’s port State control system. The goal is to carry out the Paris MoU’s mandate to end the practice of substandard shipping in the area.
