According to nj.com, Alan Warren, the New York Waterway Vice-President of operations and maintenance told that the hull was tested at the Stevens Institute of Technology in Hoboken, where the hull and appendages have been designed to offer highest fuel efficiency by reducing the water resistance.  This is yet to be proved as the vessel is undergoing a series of sea trials and specialized tests.
