Panama And Japan Ink Agreement On Seafarer Cert Recognition

The Panama Maritime Authority (AMP) and the Japanese Ministry of Land, Infrastructure, Transport, and Tourism (MLIT) have signed a Bilateral Cooperation Agreement on reciprocal recognition of training and certification under Regulation I/10 of the International Convention on Standards of Training as reported by Seatrade Maritime. 

Agreement signed 

The Minister of Maritime Affairs, Noriel Araz, and Japan’s Director General of the Maritime Affairs Bureau of MLIT, Ichiro Takahashi, signed the agreement.

The AMP stated that the agreement demonstrates its commitment to international Maritime Administrations recognising Panamanian sailors’ qualifications. As a result of the agreement, Panamanian seamen will be able to board Japanese-flagged vessels.

Critical juncture

Japan maintains rigorous criteria for seafarer education and certification, and it is the world’s second-largest shipowner by a number of ships.

“The Panama Ship Register is Japan’s preferred registry, and we are grateful for the faith placed in us. We will continue to strengthen it.” “The signing of this agreement comes at a critical juncture because it symbolises the conclusion of approaches and associated actions between the two administrations,” Minister Arauz stated.
