Singapore Reaches Bunkering Milestone With MFM Verification

Singapore entered a bunkering milestone on 21 October as the republic witnessed its first bunker tanker undergoing a mass flow meter (MFM) verification operation via Master Meter, reports Manifold Times.

Commercial operation on bunker tanker

The commercial operation was carried out on the Patrizia Cosulich, a 7,014 dwt MFM-equipped bunker tanker owned by international bunkering firm Fratelli Cosulich.

We are honoured and excited that, on 21st October, our bunker tanker Patrizia Cosulich was the first one in Singapore to undertake its Mass Flow Meter extension test using the Master Mass Flow Meter,” Timothy Cosulich, CEO and Board Member of Fratelli Cosulich, told the Singapore bunkering publication.

He added, “The Maritime and Port Authority of Singapore (MPA), together with the Technical Committee and the entire industry, has been working hard to make this ambitious project happen.

He further added, “Once again Singapore is at the forefront in terms of effective regulations, transparency and ease of doing business. We are committed to being an active part of this ecosystem and to pushing for a solid and sustainable industry.”

Game changer for bunkering sector

Industry players regard the master meter as a “game changer” for the Singapore bunkering sector when officially introduced as it shortens the time and reduces resources required for bunker MFM verification.

  • The master MFM verification service operates on the principles of TR 80:2020 – Meter Verification using Master Mass Flow Meter; a technical reference launched at SIBCON 2020.
  • TR 80 states a master MFM has to be three times better in terms of specification when compared to duty meters, according to the Chairman of the Technical Committee for Bunkering.
  • MFM manufacturer Endress+Hauser and Singapore-based Metcore International underwent a collaborative partnership to develop the master MFM which has undergone tests at Singapore port since early 2020.

Metcore International is the owner and operator of the master MFM; it is also MPA’s service provider of the master MFM verification service for bunker tankers at the republic.
