China’s has announced a Special action plan regarding the reduction of emissions by 2020 and to turn the major shipping hubs into Emission Control Areas(ECA).

On September 8th, 2015, China’s Ministry of Transport has issued ‘The Ship and Port Pollution Prevention Special Action Plan (2015-2020)’.
Details of the Plan:
- Plans to reduce sulphur dioxide emissions from ships in the Bohai Sea, the Pearl River Delta, and the Yangtze River Delta by 65% by 2020.
- Plans to turn the two deltas and the Bohai Rim into Emission Control Areas (ECAs).
- Plans to reduce the emission of nitrogen oxides by 20%, and other particulate matter by 30% compared to the stats from 2015.
- The Government actively promotes Liquefied Natural Gas(LNG) as the marine fuel.
- By 2020, 90% of the vessels working in that area shall use shore power for berthing, which will be provided by half of the container, cruise and ro-ro terminals in that region.
- “National highway and waterway transportation Environmental Monitoring Network Master Plan” will be implemented to monitor the pollutant emission.
Targets:
- LNG wharf design specifications for LNG bunkering will be drawn up by the end of 2016.
- A revision of the country’s oil and gas emission-related standards will be completed by the end of 2017.
Ministry of Environmental Protection has reported that China’s total emissions of SO2 and NOx accounted to 8.4% and 11.3% respectively.
