According to the River Protection Law, carrying of any highly toxic and other dangerous chemicals is prohibited, says an article published in Safety4Sea.

The protection law
A Protection law was enacted on 26th December 2020 in order to strengthen the protection and restoration of the ecological environment, to promote the rational and efficient utilization of resources and ensure ecological safety. This law came into effect on 1st March 2021.
Any breach of the law will result in illegal cargo being confiscated and fine for not less than CNY 200,000, but no more than CNY 2 million.
What does Shanghai MSA have to say?
According to Shanghai MSA , the person to be punished is the one who carries the harmful goods to the Yangtze River.
However, if the carrier transports the goods without the knowledge of what is actually being transported because the shipper or the cargo owner falsely declares the prohibited goods, the MSA will also punish the shipper according to the regulations.
Meanwhile, the Law is applicable to the export, import, transit and transfer of the aforesaid forbidden goods in the Yangtze River Basin.
