- The International Convention for the Safety of Life at Sea (SOLAS 1974) has been amended to include Chapter XV, addressing safety measures for ships carrying industrial personnel.
 - Ships and high-speed craft under this chapter must be:
- Certified as cargo ships or high-speed cargo craft.
 - Meet the requirements of the IP Code (Resolution MSC.527(106)).
 - Surveyed and certified as per the IP Code in addition to existing SOLAS regulations.
 
 
The Paris MoU has published guidelines to provide a harmonized approach for Port State Control (PSC) inspections of ships carrying Industrial Personnel (IP), reports Paris MoU.
Definition and Application
- Industrial personnel includes all persons transported or accommodated on board for offshore industrial activities.
 - SOLAS Chapter XV applies to cargo ships and high-speed cargo craft of 500 gross tonnage and upwards, constructed on or after July 1, 2024, carrying more than 12 industrial personnel.
 - Pre-existing ships authorized to carry more than 12 industrial personnel must comply with specific regulations of the IP Code by their first intermediate or renewal survey after July 1, 2024.
 - Ships not previously authorized must comply with new requirements outlined in the PSCC Instruction.
 
Requirements:
- Ships and high-speed craft must:
- Be certified according to relevant SOLAS chapters.
 - Comply with the IP Code.
 - Be surveyed and certified in line with the IP Code and additional SOLAS requirements.
 
 
Implementation:
- The guidelines ensure uniform PSC inspection procedures and compliance with SOLAS Chapter XV for ships carrying industrial personnel.
 - Enhanced safety protocols and certification requirements are emphasized for these vessels.
