  • Norwegian ships of 300 gross tonnage and above must have approved insurance for wreck removal and obtain a Wreck Removal Certificate.
  • Due to mid-year implementation, ships need one certificate for 11-20 February 2025 and another for 20 February 2025 to 20 February 2026.
  • Submit the ship’s details and a valid insurance certificate (“Blue Card”) to the NMA.

From 11 February 2025, the Nairobi Convention requires Norwegian ships of 300 GT+ to secure insurance and obtain a Wreck Removal Certificate issued by the Norwegian Maritime Authority (NMA), reports SAFETY4SEA.

Application Process

Applications must include the ship’s name, IMO number, and an insurance certificate (“Blue Card”) referencing the Convention.

Due to mid-year enforcement, most ships require two certificates for 2025. The NMA will issue both for a single fee.

Certificates from Other States

Ships with certificates from other Convention States can operate under those until expiry but must switch to NMA-issued certificates post-11 February 2025.

New ships must apply for NMA-issued certificates if the validity starts on or after 11 February 2025.
