India and France are intensifying their maritime collaboration to ensure a peaceful and secure Indian Ocean Region (IOR). This cooperation gains prominence as India is set to assume the chairmanship of the Indian Ocean Rim Association (IORA) for two years starting in 2025.

Key Agreements at Maritime Cooperation Dialogue

During the recent dialogue in New Delhi, the two nations committed to:

  1. Joint Threat Assessment
    • Counter illicit maritime activities such as:
      • Piracy and armed robbery.
      • Maritime terrorism and contraband smuggling.
      • Illegal, unreported, and unregulated (IUU) fishing.
      • Hybrid and cyber security threats.
      • Marine pollution.
  2. Sea Lane Security
    • Collaborate to ensure free and secure access to critical sea lanes of communication.

Strategic Significance of France in the IOR

  • France, with its territories in the Indian Ocean, is a key regional stakeholder.
  • The nation plays a vital role in partnering with India to enhance maritime security and uphold international maritime law.

High-Level Bilateral Engagement

  • Foreign Secretary Vikram Misri recently met Anne-Marie Descotes, Secretary-General of the French Ministry for Europe and Foreign Affairs, in Paris.
  • Discussions also focused on preparing for Prime Minister Narendra Modi’s visit to France in February 2025 for the AI Summit.
