In a significant move to bolster maritime safety and security, India’s Directorate-General of Shipping has mandated installing Closed-Circuit Television (CCTV) systems on all Indian-flagged merchant vessels exceeding 500 gross tonnage. This directive, issued on December 27, 2024, aims to enhance incident response, facilitate search and rescue operations, and deter criminal activities onboard.
Key Objectives of the Mandate
- Improved Incident Response: CCTV footage will provide critical evidence during investigations of incidents such as man-overboard situations, collisions, and onboard casualties, enabling authorities to ascertain causes and implement preventive measures.
- Enhanced Search and Rescue Operations: Real-time visual data will assist search and rescue teams in locating and aiding distressed individuals more efficiently, potentially saving lives.
- Strengthened Security Measures: The presence of CCTV systems is expected to deter unlawful activities, including piracy and theft, thereby promoting a safer environment for crew members.
Implementation Guidelines
The circular outlines specific requirements for the installation and operation of CCTV systems:
- Continuous Recording: Systems must operate 24/7 to ensure comprehensive coverage of all critical areas onboard.
- Data Storage: Recorded footage should be stored securely for a minimum of 90 days, allowing sufficient time for review in case of delayed incident reporting.
- Centralized Monitoring: A dedicated monitoring station must be established, preferably on the navigation bridge or a designated security office, to oversee live feeds and coordinate responses effectively.
This initiative underscores the Indian government’s commitment to elevating maritime safety standards and safeguarding the welfare of seafarers. By integrating advanced surveillance technologies, India aims to create a more secure and resilient maritime environment.
