Somali Pirates Exploit Red Sea Crisis and Gaza War to ‘Re-emerge’

16

  • After almost a decade of hibernation, Somali pirates have resurfaced. Their reemergence follows the Yemen Houthi movement’s campaign to target Red Sea shipping in support of Hamas in its war with Israel.
  • Analysts believe the Red Sea crisis has drawn the attention of counter-piracy naval resources deployed in the region and acted as a distraction, allowing the pirates to stage a comeback.

In recent months, Somali pirates have reemerged as a significant threat to maritime security in the Red Sea and surrounding regions. This resurgence is closely linked to the ongoing Red Sea crisis and the conflict in Gaza, which have created a security vacuum that pirates are exploiting.

Escalation of Piracy Incidents

Between January and September 2024, there were multiple piracy incidents reported in the region, including hijackings, boardings, and attempted attacks. Notably, in December 2024, a Chinese fishing vessel off the coast of Somalia fell under the control of alleged pirates, marking a significant escalation in pirate activities.

Contributing Factors

The resurgence of piracy can be attributed to

  • Regional Instability: The conflict in Gaza and the broader Red Sea crisis have diverted international attention and resources, leading to reduced naval patrols and a security vacuum that pirates are exploiting.
  • Economic Hardship: The prolonged conflicts have disrupted local economies, pushing some individuals toward piracy as a means of livelihood.

International Response

In response to the escalating threat, international naval forces have intensified their patrols in the affected areas. For instance, the European Union Naval Force (EUNAVFOR) has been actively involved in monitoring and countering piracy activities off the Horn of Africa.

Implications for Global Shipping

The resurgence of Somali piracy poses significant risks to global shipping routes, particularly those transiting through the Red Sea and the Gulf of Aden. Shipping companies are advised to implement enhanced security measures and remain vigilant while navigating these high-risk areas.
