Inbound Release Platform (IRP) Transforming Customs Handling In Belgian Seaports

Launched on April 1, 2025, the Inbound Release Platform (IRP) is a digital innovation developed by Port of Antwerp-Bruges and NxtPort in partnership with The Way Forward and Belgian Customs. This platform is helping the logistics sector adapt to the European Union’s new customs regulations by making import, transhipment, and transit processes in Belgian seaports faster, safer, and more transparent. Far beyond being just a digital customs tool, IRP is reshaping the way cargo is processed and managed throughout the logistics chain.

Seamless Integration of Data for Enhanced Compliance

To align with EU requirements, Belgian Customs is shifting to the PN/TS system, which requires highly detailed and timely data sharing. IRP was created in response to these needs, allowing customs authorities, shipping agents, terminal operators, and logistics providers to access and exchange vital information through a single secure platform. This ensures accuracy in customs processing while reducing complexity and streamlining operations.

Improved Efficiency Across All Cargo Types

IRP supports the flow of all cargo types—containers, bulk, breakbulk, ferry, and RoRo—at every major Belgian port. It improves data visibility, automates key processes, and speeds up decision-making. Shipping agents now submit cargo lists digitally, while terminal operators optimize their operations. Customs agents and logistics providers benefit from real-time shipment status updates via the Import Consignment API, enabling better planning and faster clearance.

Widespread Rollout and Industry Adoption

Since its launch, IRP has been implemented gradually with key early adopters in Antwerp, Zeebrugge, and Ghent. This phased rollout allows for practical testing and refinement, minimizing disruptions. Nearly all shipping agents and terminal operators in Belgium are now onboard, with growing participation from customs agents and logistics firms. The platform is expected to be fully adopted by the end of 2025, as software providers integrate IRP into customs declaration systems and companies receive personalized support for onboarding.
