Captain of HK Vessel Held Over Balticconnector Damage

A 43-year-old captain of a Hong Kong-flagged containership has been remanded in custody. He is charged with damaging the Balticconnector pipeline in October 2023, an important gas connection between Estonia and Finland. The captain was arraigned at Hong Kong’s Eastern Court on charges of criminal damage and two breaches of the maritime by-laws, reports gCaptain.

Charges include equipment malfunctions and reporting failures

Prosecutors allege the captain didn’t use the proper anchor gear and didn’t submit the day’s operating reports to the shipowner as required. They accuse him of causing damage to the gas pipeline and an adjacent communications cable with those actions.

Incident Sparks Regional Security Concerns

The incident has already increased security issues in the Baltic Sea area, where there have been several instances of disruption to infrastructure since 2022. In turn, NATO has increased maritime patrols with frigates, planes, and naval drones to protect key infrastructure.

International Cooperation in Ongoing Investigation

Finnish officials are continuing their probe and acting in cooperation with Chinese authorities. The next hearing in Hong Kong will be held in early July.

Legal Framework for Prosecution

Under Hong Kong’s Crimes Ordinance, the jurisdiction can prosecute crimes that were committed in international waters on Hong Kong-registered vessels, irrespective of the nationality of the crew.
