South Korea has announced plans to build the world’s largest liquefied hydrogen carrier (LHC) by 2027 as part of a strategic initiative to foster innovation and long-term competitiveness in its shipbuilding sector. The project is central to the government’s broader vision to establish leadership in high-value maritime technologies, especially in emerging areas like hydrogen transportation.

Major Investment to Accelerate Development

To propel this ambitious effort, the Ministry of Trade, Industry, and Energy revealed that 55.5 billion won (approximately $39.5 million) will be allocated in 2025 alone. This investment will fund critical research, prototyping, and early-stage demonstration work needed to develop the vessel and its key components.

LHCs: High-Tech Vessels for the Future

LHCs are categorized as advanced, high-value vessels due to the complexity of safely transporting hydrogen in its liquid form. Despite growing global interest in hydrogen as a clean fuel, no country has yet achieved full commercialization of such carriers. Korea’s initiative positions it at the forefront of this emerging market segment.

Government-Industry Collaboration for Market Leadership

In line with a strategy unveiled last year, the government will help domestic companies acquire essential core technologies related to LHCs, including advanced materials and specialized components. Recognizing the inherent risks involved in the early stages of LHC development, a ministry official stated, “LHCs involve high risks in early stages of development due to their technical complexity, and that is why the government’s role is crucial in helping the Korean shipbuilding industry seize new market opportunities in the area.”

Enabling Innovation Through Policy and Regulation

The government also plans to review and update relevant laws and regulatory systems to ensure the smooth advancement of the LHC program. As the global shipping industry moves toward low-carbon fuels, Korea’s focus on hydrogen carrier development signals its intent to play a leading role in shaping future maritime transport technologies.
