The first quarter of 2025 has seen a notable rise in stowaway incidents, posing significant security risks, financial burdens, and operational disruptions for shipowners.
According to recent data from the Club, the cost and complexity of managing stowaway cases are escalating, with this year’s early claims nearing the total cost incurred throughout 2024.
These developments underscore the urgent need for reinforced onboard security, particularly in high-risk regions such as West and North Africa.
Rising Security and Safety Concerns at Sea
Each successful stowaway case represents a breach in shipboard security and introduces serious safety hazards. Stowaways who access dangerous areas of a vessel risk injury or death, and their presence can endanger the crew. Moreover, incidents involving large groups complicate confinement, increase repatriation costs, and can lead to delays, fines, or penalties for the ship and its operators.
Ports in Africa Identified as High-Risk Zones
Analysis of recent cases shows that vessels calling at African ports—especially in West and North Africa—should adopt elevated security measures. Frequent access points for stowaways include mooring lines, hawse pipes, and rudder trunks. Close surveillance of these areas, especially during port stays, is strongly advised to mitigate risk.
Rising Financial Impact and Claims Complexity
The financial impact of stowaway incidents continues to climb, with 2025’s first-quarter costs nearly matching those of the entire previous year. Repatriation, medical needs, legal processes, and voyage disruption contribute to the growing burden on Club Members. The emergence of larger stowaway groups adds further logistical and financial complexity to incident response and resolution.
