  • Lloyd’s Register has signed an MoU with DAI Infrastruktur for Project Ra, a large-scale green ammonia production and bunkering facility in East Port Said, Egypt.
  • The project will produce up to 2 million tonnes of green ammonia annually from renewable energy, supporting the maritime sector’s shift toward zero-carbon fuels.
  • LR will provide end-to-end advisory services to ensure the project’s regulatory alignment, technical feasibility, and commercial success ahead of its 2029 launch.

Lloyd’s Register (LR) has signed a memorandum of understanding (MoU) with German firm DAI Infrastruktur GmbH to support Project Ra—an ambitious green ammonia production and bunkering facility set to be developed in East Port Said, Egypt. Located near the Suez Canal, one of the world’s most vital maritime corridors, the project will serve as a key hub for ammonia-fueled vessels as the shipping industry shifts toward cleaner fuels.

Alignment with IMO’s Climate Measures

The collaboration comes in response to new greenhouse gas (GHG) reduction measures adopted by the International Maritime Organization (IMO) at MEPC 83. From 2030 onward, these regulations will mandate the use of low- or zero-carbon fuels and introduce carbon pricing mechanisms, prompting shipowners to secure access to alternative fuel sources like green ammonia.

Large-Scale Production and Global Supply Impact

Project Ra is projected to have an annual production capacity of up to 2 million tonnes of green ammonia, with 1.65 million tonnes derived entirely from renewable energy. Production is scheduled to begin in 2029. The facility is also expected to play a significant role in supplying green ammonia to key European ports, especially in Germany and Greece, for multiple uses including marine fuel, power generation, and emissions reduction in industrial sectors such as steelmaking.

Comprehensive Advisory Role by Lloyd’s Register

Under the MoU, LR will deliver an extensive range of advisory and technical support services across the project’s lifecycle. These include market demand and pricing analyses, infrastructure and asset integrity assessments, regulatory guidance, lifecycle GHG emissions evaluation, and offtake strategy planning. LR will also conduct feasibility studies, concept design reviews, and benchmarking aligned with ISO 55000 standards to ensure the project meets international best practices.

Leadership Insights on Project Significance

Panos Mitrou, Global Gas Segment Director at Lloyd’s Register, emphasized the significance of the partnership: “Our collaboration with DAI highlights LR’s commitment to enabling robust alternative fuel supply chains that align with upcoming maritime regulations. LR’s integrated advisory expertise ensures that Project Ra will deliver both environmental benefits and commercial value.”

Echoing this sentiment, Ioannis Papassavvas, CEO of DAI Infrastruktur, stated: “Project Ra is a pivotal step in delivering green ammonia at the scale the maritime industry demands. LR’s technical and strategic support will be instrumental in ensuring the project aligns with global standards and meets the long-term needs of shipowners and regulators.”

With Project Ra, Lloyd’s Register and DAI Infrastruktur are taking a major step toward decarbonizing maritime fuel infrastructure. Positioned to become a cornerstone of the green ammonia supply chain, the project will support global efforts to meet IMO targets and transition to a more sustainable shipping industry.
