The IMO concluded its 110th session of the Maritime Safety Committee (MSC 110) from June 18–27, 2025.
The session led to significant regulatory updates, new adoptions, and continued progress on emerging safety frameworks, impacting ship safety, cargo management, pilot transfer, and autonomous vessels.
Amendments and Adoptions: Key Regulatory Changes

IMSBC Code Update: Amendment 08-25 of the International Maritime Solid Bulk Cargoes (IMSBC) Code was adopted, with an official enforcement date of 1 January 2027, and optional early adoption from 1 January 2026.

SOLAS Chapter V Regulation 23 (Pilot Transfer Arrangements):

New standards for design, securing, and maintenance adopted.

Mandatory for new installations from 1 January 2028.

Existing arrangements must comply by first Safety Equipment Survey after 1 January 2029.

Related performance standards also come into force from 1 January 2028, regardless of installation date.

Revisions and Drafts in Progress

Enclosed Spaces Safety: A comprehensive revision to Resolution A.1050(27) regarding entry into enclosed spaces was adopted, enhancing crew safety protocols.

IGC Code Amendments: Draft amendments were discussed but not adopted due to additional feedback. These are expected to be finalized at MSC 111 in May 2026, with entry into force from 1 July 2028.

MASS Code (Maritime Autonomous Surface Ships):

The non-mandatory code is set for adoption at MSC 111.

The mandatory version is expected to come into effect in 2032.

Nuclear Merchant Ship Safety: IMO recommended an update to the Code of Safety for Nuclear Merchant Ships, originally adopted in 1981, to align with current technology advancements.
MSC 110 marks a pivotal moment for maritime safety regulation, especially regarding cargo handling, autonomous shipping, and crew safety. Shipowners are advised to stay informed via their classification societies or flag state administrations. The next session, MSC 111, will be held from 13–22 May 2026, and is expected to finalize key drafts like the MASS and IGC Code amendments.
