[Watch] London P&I Club Warns of P&I Cover Risks from Improper FIBC Handling

Shipowners, operators, and charterers are being urged to take proactive steps in managing the risks associated with loading flexible intermediate bulk containers (FIBCs) carrying dry chemicals, amid growing concerns over fire hazards and cargo damage. Recent incidents in Chinese ports have highlighted the dangers of improper storage and handling of these jumbo bags, as well as the potential regulatory and insurance implications. The warning was recently reiterated by The London P&I Club, as reported by Insurance Business.

MV Calm Sea Case Study Highlights Safe Handling of FIBCs

To raise awareness about the hazards linked to flexible intermediate bulk containers (FIBCs), the London P&I Club has developed a video case study based on a fictional bulk carrier, MV Calm Sea. The training resource aims to help vessel owners, operators, charterers, crew, and port agents identify potential hazards, understand liability risks, and apply correct handling procedures.

Ian Barr, Chief Claims Officer at the London P&I Club, noted that bulk carrier and general cargo operators are increasingly asked to load jumbo bags alongside breakbulk and steel cargoes, or to store different chemical bags in the same hold. He warned that mixing different chemical cargoes can result in contamination or chemical reactions, potentially causing onboard fires and the total loss of a hold’s contents. In addition, storing FIBCs with breakbulk or steel cargoes can damage the bags, leading to spillage, operational delays, fines, or claims.

Barr stressed that while these cargoes may seem harmless, improper handling and stowage can make them dangerous. He encouraged owners, operators, charterers, and Masters to use the training material and consult their P&I Club or industry specialists when preparing stowage plans.

The London P&I Club also reminded operators that non-compliance with Flag State regulations for storing jumbo bags could affect P&I cover. Relevant requirements include the International Convention for the Safety of Life at Sea (SOLAS), the Cargo Securing Manual (CSM), the Code of Safe Practice for Cargo Stowage and Securing (CSS) Code, and the International Maritime Dangerous Goods Code (IMDG).
