In Bangkok, Thailand, the ReCAAP Information Sharing Centre (ISC) and the Royal Thai Navy recently concluded a five-day Capacity Building Senior Officers’ Meeting (CBSOM). The meeting brought together senior maritime officers from 14 ReCAAP member nations and partner organizations to discuss maritime security.
Key Discussion Points
Participants at the meeting reviewed the current maritime security landscape in Asia and beyond, focusing on strategies to counter piracy and sea robbery. Key topics of discussion included:
- Inter-agency and International Cooperation: Enhancing collaboration among different agencies and countries to combat maritime crime.
- Legal Frameworks: Examining legal considerations for states when conducting enforcement operations against piracy and armed robbery.
- Technological Solutions: Exploring the use of technology to improve maritime domain awareness and ensure the safety of seafarers.
Focus on Technology and Information Sharing
A central theme of the meeting was the increasing use of technology by criminals to target ships. ReCAAP ISC Executive Director Mr. Vijay D Chafekar emphasized the need for law enforcement agencies to proactively use technology and engage in real-time information sharing to counter these new threats. The meeting also included discussions on how government authorities can work with the private sector to adopt new technological solutions to improve maritime safety and security.
Strengthening Regional Cooperation
Admiral Jirapol Wongwit, Commander in Chief of the Royal Thai Navy, highlighted the meeting’s success in strengthening communication and collaboration among ReCAAP Focal Points. He noted that the CBSOM achieved its goal of facilitating knowledge and best practices sharing among law enforcement agencies, the shipping industry, and academia. This collaboration is considered vital for enhancing regional cooperation to combat piracy and sea robbery in Asia.
