The International Bunker Industry Association (IBIA) has expressed strong support for the adoption of the proposed IMO Net-Zero Framework at the upcoming MEPC/ES.2 session.
IBIA stresses that approving this framework is essential to keeping international shipping on course to achieve net-zero greenhouse gas emissions by around 2050. The association also highlights that the credibility of the International Maritime Organization (IMO) is at stake — if its leadership is weakened, nations may move ahead with their own carbon-pricing measures, leading to potential trade barriers.
Key priorities outlined by IBIA include:
- Developing mechanisms to reward ships using zero and near-zero (ZNZ) fuels, encouraging early adoption.
- Clarifying technical rules, such as default emission factors for bunkering, alongside robust systems for accountability, verification, and traceability across the fuel supply chain.
- Emphasizing fuel energy intensity as a metric, ensuring consistent oversight and transparency.
If adopted, the IMO Net-Zero Framework would provide policy certainty, stimulate investment in cleaner marine fuels, and reinforce the shipping sector’s pathway toward climate goals.
