Mauritania Prepares For Maritime Single Window Implementation At Port Of Nouakchott

A needs assessment mission has been launched in Mauritania to prepare for the establishment of a Maritime Single Window (MSW) system at the Port of Nouakchott, also known as the Nouakchott Friendship Port. The initiative is designed to streamline port operations, improve efficiency, and align the country with new international maritime requirements.

Maritime Single Window: A New Era of Port Efficiency

The Maritime Single Window is a digital one-stop platform that consolidates communication between all stakeholders involved in ship clearance, covering arrival, stay, and departure procedures. By replacing multiple channels of communication with a single streamlined interface, the system is expected to significantly reduce both time and costs for port users.

Since 1 January 2024, the International Maritime Organization (IMO) has made it mandatory for all Member States to establish MSW systems in their ports to support global shipping efficiency and harmonization. Mauritania’s move towards implementation demonstrates its commitment to meeting these international obligations.

Needs Assessment Mission in Nouakchott

The mission, held between 22 – 26 September, is being conducted by IMO consultants in collaboration with the Agence Mauritanienne des Affaires Maritimes (AMAM), the Port of Nouakchott, and multiple public bodies including the General Directorate of Customs, Port Health Service, Border Police, and Immigration Service. Key private-sector stakeholders such as shipping lines, agents, and terminal operators are also participating.

The mission will conclude with a review meeting with AMAM to validate the findings. A comprehensive mission report will then serve as a roadmap for the development of Mauritania’s MSW, including stakeholder mapping, IT tool recommendations, and actionable steps for successful deployment.

This initiative forms part of IMO’s Integrated Technical Cooperation Programme (ITCP) and is supported by the Republic of Korea. By implementing a Maritime Single Window at the Port of Nouakchott, Mauritania is taking an important step toward modernizing its port operations, fostering trade efficiency, and strengthening its role in the global maritime network.
