The Secretary-General of the International Maritime Organisation (IMO), Arsenio Dominguez, has expressed profound sorrow over the tragic loss of a seafarer who died from injuries sustained during an attack by Houthi forces on September 29, 2025, in the Gulf of Aden, reports Ships & Ports.

Dominguez Extends Condolences to the Crew Member’s Family

“I am deeply saddened to learn of the passing of a crew member of the MV Minervagracht, as a result of injuries sustained during an attack on the vessel in the Gulf of Aden,” Dominguez said.

“My thoughts, along with those of the Secretariat and the entire membership of the International Maritime Organisation, are with the family of the crew member.”

Details of the Attack and Rescue

A Dutch-flagged ship was struck by a missile while it was navigating through the Gulf of Aden, with the Houthis claiming responsibility for the assault. Thankfully, all 19 crew members were rescued by naval forces operating under EU Navfor ASPIDES. One other injured seafarer is currently receiving medical treatment in Djibouti, but reports indicate that he is in stable condition and is expected to return home next week.

Dominguez Condemns Aggression Against Commercial Vessels

Dominguez firmly condemned any attacks on commercial vessels, describing such actions as violations of international law and serious threats to maritime safety around the globe.

IMO Chief Calls Attacks “Deplorable Acts”

“I strongly condemn any attack on international shipping, regardless of its motivation or cause,” he stated. “These deplorable acts in the Red Sea region breach international law and the principle of freedom of navigation. Innocent seafarers and coastal communities bear the greatest burden from these attacks and the pollution they cause.”

Call for Peaceful Dialogue and De-Escalation

The IMO Secretary-General emphasised that peaceful dialogue is the only realistic path forward to address the geopolitical tensions that endanger seafarers and disrupt global trade. He recalled that after previous incidents in July, he had reached out to several IMO Member States to encourage direct communication with the Houthis group, aiming to promote de-escalation and protect maritime workers.

He reiterated the IMO’s unwavering commitment to ensuring the safety and well-being of seafarers everywhere, urging all parties to respect international maritime law and uphold the sanctity of human life at sea.
