In response, the China Classification Society (CCS) has released the China Sustainable Shipping Fuel Development Report 2025, providing an in-depth analysis of the sustainable fuel industry and outlining strategic recommendations for China’s maritime transition. The report was unveiled at the Shanghai North Bund International Shipping Forum on October 20, 2025.
Comprehensive Global and Domestic Analysis
The CCS report examines global and domestic policies related to greenhouse gas (GHG) reduction, along with the current state and future trends of sustainable shipping fuels. It evaluates the industry from multiple perspectives production, storage, transportation, refueling, and marine application to present a holistic view of the evolving fuel landscape.
Three-Part Structure of the Report

Section One explores international GHG reduction policies and sustainable fuel development trends, defining the key concepts that underpin the industry.

Section Two conducts a global industrial chain analysis, covering production, storage, port refueling, and shipboard application of green hydrogen, green methane, green methanol, green ammonia, and biofuels.

Section Three focuses on China’s domestic scenario, identifying challenges and proposing actionable strategies across three levels: national policy frameworks, fuel manufacturing, and the shipping sector.
