China has taken another major step toward its carbon neutrality goals with the Ministry of Commerce releasing a new plan titled “Implementation Opinions on Expanding Green Trade.” Issued on 30 October, the plan outlines measures to promote sustainable fuel trade, green logistics, and low-carbon production across industries. It also seeks to position green and low-carbon development as a driving force behind China’s foreign trade growth.
Advancing Green Fuels and Low-Carbon Logistics
The new guidelines emphasize the promotion of sustainable fuels such as green hydrogen, methanol, ammonia, and biodiesel, alongside the use of clean-energy-powered ships and vehicles in international trade logistics. The Ministry plans to establish a green fuel certification system for shipping and pursue international mutual recognition of such standards to support clean and sustainable logistics chains.
China’s growing commitment to green shipping was recently demonstrated when COSCO Shipping Heavy Industry successfully conducted the country’s first ship-to-ship methanol bunkering at a shipyard berth, marking a significant milestone in alternative marine fuel adoption.
Supporting Green Design, Policy Innovation, and International Collaboration
The plan encourages enterprises to adopt eco-friendly design, production, and certification practices while integrating renewable energy and recycled materials into manufacturing. It also promotes the use of financial and policy tools, including carbon pricing, green electricity certificates, and national carbon footprint databases to ensure transparency and competitiveness in global markets.
Furthermore, the Ministry calls for enhanced international cooperation, urging participation in global rulemaking for green trade and alignment between Chinese and international standards. It also highlights the need for talent development and improved coordination among government agencies to foster a strong green trade ecosystem.
By combining technological innovation, regulatory support, and international collaboration, China aims to make green trade a new engine of sustainable economic growth. This initiative not only strengthens the country’s position in the global transition toward clean energy but also reinforces its commitment to achieving carbon neutrality and greener global trade.
