Port of Fujairah Updates Safety Rules for Tankers with New MLA Securing Requirement

The Port of Fujairah has strengthened its operational safety framework by updating its Pre-Arrival & Departure Master Compliance Form F32. The latest revision introduces a new mandatory requirement for tankers calling at Fujairah Oil Tanker Terminals (FOTT), focusing on the secure handling of marine loading arm (MLA) support jacks during cargo operations. The amendment was officially announced on 21 November 2025 through GAC’s Hot Port News and forms part of the port’s broader effort to enhance safety, reliability and regulatory compliance.

Key Update: Mandatory Securing of MLA Support Jacks

In the newly issued Revision 5 of Form F32, the port has rewritten item 6 to specify that a vessel’s master must ensure a “suitable arrangement is available for proper securing of MLA support jacks on deck.” This measure aims to prevent vibration of the marine loading arms during cargo operations an issue that can pose safety risks and operational inefficiencies.

Previously, Revision 4 (dated 31 October 2024) used item 6 to request a declaration of hull protrusions and the arrangement of Yokohama fenders. In the updated document, that instruction has been moved to point 7.

Form F32 is one of the essential documents tied to Notice to Mariners No. 148, which outlines operational rules, safety inspections, and berth design parameters, including MLA specifications. Together with the pre-arrival questionnaire, arrival notice, and pre-load/discharge agreement, the updated form reinforces the need for vessels to verify MLA compatibility and comply with both national and international safety regulations.

Ensuring Safety at Fujairah Oil Tanker Terminals (FOTT)

FOTT, the operational arm responsible for managing tanker traffic and MLA systems at the port, plays a critical role in enforcing these updated safety procedures. The unit oversees jetty operations, technical standards, and safety requirements for all liquid bulk vessels entering the oil terminal.

By refining documentation and compliance protocols, FOTT aims to minimize operational risks and maintain high safety performance across all tanker handling activities.
