Mediterranean Moves Closer to Designating Regional NOx Emission Control Area

The Mediterranean States are currently exploring the possibility of designating the entire region as a Nitrogen Oxides Emission Control Area (NOx ECA). This move would mean stricter NOx limits for ships operating in these waters. Recently, a meeting of regional experts took place in Lija, Malta, organised by the Regional Marine Pollution Emergency Response Centre for the Mediterranean Sea, with support from the IMO’s Integrated Technical Cooperation Programme, reports IMO.

Draft Feasibility Study Assessed

Over 40 delegates from 20 different countries and various organisations gathered to review REMPEC’s draft Final Technical and Feasibility Study. This study, co-financed by the International Maritime Organisation, France, and the Mediterranean Trust Fund, looks into the environmental, health, technical, and economic impacts of potentially establishing an NOx ECA, which will help inform a future submission to the IMO.

Benefits and Compliance Pathways Discussed

During the discussions, participants pointed out several key benefits, including reduced NOx emissions, improved air quality, and better public health outcomes. They also talked about compliance strategies, timelines, and lessons learned from the Med SOx ECA, which was implemented earlier this year. Delegates emphasised the need for coordinated regional efforts, unified regulations, and ongoing capacity-building initiatives.

Recommendations for 2027 REMPEC Focal Points Meeting

The meeting resulted in several recommendations for the upcoming REMPEC Focal Points Meeting in 2027. These recommendations include the urgent ratification and implementation of MARPOL Annexe VI, endorsement of the Technical and Feasibility Study, and continued technical and financial support for countries that need assistance.

Next Steps Under UNEP/MAP

Moving forward, REMPEC will compile the outcomes of this meeting for consideration under the Mediterranean Action Plan, which is coordinated by the United Nations Environment Programme. This will help guide the next steps in regional decision-making.
