The International Maritime Organisation (IMO) and the Republic of Korea have teamed up to kick off the SMART-C Maritime Security and Counter-Piracy project. This initiative aims to boost the capabilities of coastal States in the Gulf of Guinea, helping them tackle piracy and other illegal maritime activities. It’s a response to recent calls from the United Nations Security Council for enhanced international collaboration to promote regional peace and security, reports IMO.
Project Built on Existing SMART-C Programme
This project is part of the already established IMO-RoK Sustainable Maritime Transport Cooperation (SMART-C) Programme, which was set up through a Framework Agreement signed on November 28, 2023. The Republic of Korea is backing this effort with a commitment of USD $3 million, with the coastal States of the Gulf of Guinea being the main beneficiaries.
Strengthening Maritime Security Capabilities
A key goal of this initiative is to bolster maritime security capabilities. This involves improving regional coordination, enhancing institutional capacity, and developing human resources to effectively combat piracy, prevent armed robbery, and tackle other maritime crimes.
Building Sustainable Regional Training Capacity
The project will also focus on creating long-term training capabilities in the region. An initial study will evaluate current training needs and facilities to support the enhancement of existing institutions that can provide regional maritime security programs.
Promoting Regional Coordination and Knowledge Sharing
The initiative seeks to foster better regional coordination through improved training, operational standards, and legal frameworks. This will align with the Yaoundé Code of Conduct, relevant IMO security instruments, and international maritime law.
Strengthened Framework for Safer Maritime Activity
The collaboration between the IMO and the Republic of Korea represents a significant advancement in establishing a robust security framework essential for safe and sustainable maritime operations in the Gulf of Guinea.
