ABS Q3 2025 PSC Trends Show Low Detention Share Globally

  • Machinery and fire-safety issues dominate detention causes.
  • Bulk, oil, container, and gas carriers see the most interventions.
  • Paris and Tokyo MoU inspections increase year over year.

ABS has just released its Q3 2025 PSC report, which gives us a snapshot of global inspection results. In total, there were 510 detentions across the Paris MoU, Tokyo MoU, and USCG regions, with only 26 of those involving ABS vessels—just 5.1%, reports Safety4Sea.

Detentions Involving ABS Vessels

Between July 1 and September 30, 2025, there were 4 detentions of ABS vessels under the Paris MoU, 20 under the Tokyo MoU, and 2 under the USCG. The main issues leading to these detentions included shortcomings in ISM, fire safety gaps, failures in emergency systems, and various machinery problems.

Interventions by Vessel Type

The bulk carriers, oil carriers, container carriers, and gas carriers made up the majority of PSC interventions involving ABS vessels. Their average ages were 14.1, 15.4, 17.3, and 10.3 years, respectively.

Paris MoU Findings

When we look at the Paris MoU, inspections have gone up compared to Q3 in 2023 and 2024, but they’re still lower than what we saw in 2022. The Paris MoU recorded a total of 177 detentions, including four ABS vessels aged between 15 and 19 years that were detained in Québec, Trieste, Milazzo, and Valletta.

Tokyo MoU Findings

In the Tokyo MoU, inspections have also increased compared to Q3 in 2022, 2023, and 2024. Out of 313 detentions, 20 involved ABS vessels:

  1. 5 vessels aged 0–10 years
  2. 10 vessels aged 11–20 years
  3. 3 vessels aged 21–30 years
  4. 2 vessels older than 30 years

Most of these detentions took place in Australia and the People’s Republic of China.

USCG Findings

The USCG reported 20 global detentions, with just two of those involving ABS vessels. These vessels were between 12 and 18 years old and were detained in New Orleans and Charleston.
