EU Moves Toward Stronger, More Coherent Ocean Governance

The Danish EU Presidency, led by the Danish Maritime Authority, has chaired the negotiations on Council conclusions on the European Commission’s communication on the European Ocean Pact. The Council conclusions were adopted today at the Competitiveness Council meeting in Brussels.

The Ocean Pact aims to create a more coherent and effective framework for ocean governance across sectors such as fisheries, energy, security, shipping, biodiversity, nature protection, and tourism.

To realise the objectives of the Ocean Pact, the European Commission will present an Ocean Act next year. This initiative will include, among other elements, a legislative proposal to revise the EU framework for maritime spatial planning.

The Council conclusions reaffirm the goals of the Ocean Pact and send a clear signal to the European Commission: that EU Member States want the forthcoming Ocean Act to contribute to strengthening coherence between the different sectors and simplifying EU ocean governance.

The Ocean Pact will contribute to the EU’s efforts to promote a healthy ocean, strengthen the EU’s sustainable and competitive blue economy, and ensure responsible ocean governance. We in the Danish Maritime Authority, together with valued colleagues across ministries, have worked with great dedication to secure the adoption of conclusions that support more coherent ocean governance across key ocean policy areas. We now look forward to seeing how the forthcoming Ocean Act will contribute to making the objectives of the Ocean Pact a reality.”
