MCA Clarifies UK Implementation of IMO Anti-Harassment Training Rules

The Maritime and Coastguard Agency (MCA) has clarified how new international requirements aimed at preventing violence and harassment at sea will be implemented in the UK, following the adoption of IMO Resolution MSC.560(108), reports Nautilus International.

The resolution introduces strengthened training standards by mandating content on preventing and responding to violence and harassment, including bullying, sexual harassment and sexual assault. These requirements are incorporated into the Personal Safety and Social Responsibilities (PSSR) element of training under the Standards of Training, Certification and Watchkeeping (STCW) framework.

Changes to STCW Training Requirements

IMO Resolution MSC.560(108) amends STCW Code Table A-VI/1-4, adding learning outcomes focused on fostering safer and more respectful working environments onboard vessels. In the UK, these amendments apply automatically through the Merchant Shipping (Standards of Training, Certification and Watchkeeping) Regulations 2022.

Training providers have been instructed to integrate the updated requirements into PSSR courses delivered from 1 January 2026.

Position on Existing Seafarers and Certificates

Industry questions have arisen over whether seafarers who completed PSSR training prior to the implementation date would be required to undertake further training. The MCA has confirmed that seafarers who completed PSSR training before 1 January 2026 will not be required to retake the course.

Existing PSSR certificates issued by MCA-approved providers will remain valid indefinitely, with no requirement for reissue. UK-issued Certificates of Competency and Certificates of Proficiency will also continue to serve as evidence of PSSR training, in line with current guidance.

Industry Guidance and Next Steps

While retraining is not mandatory, the MCA is encouraging companies to provide training and guidance aligned with the new IMO requirements. The Merchant Navy Training Board PSSR course criteria are currently under review and will be updated following industry consultation.

Further clarification and guidance are expected after the IMO Human Element, Training and Watchkeeping Sub-Committee meeting scheduled for February.
