Singapore’s MPA Approves 94% of Fuel Oil Bunker Tankers for Mass Flow Meters

The Maritime and Port Authority of Singapore has reached its target of approving 135 fuel oil bunker tankers for mass flow meter bunker delivery in Singapore, except for nine fuel oil bunker barges.

On Friday, an MPA spokesperson said, “Due to commercial consideration, owners/operators of nine older bunker tankers have decided not to install MFM.  These bunker tankers will not be allowed to supply marine fuel oil from January 1, 2017”.

Five fuel oil bunker barges in Singapore received approval from MPA last week.  They are:

  • Transocean Oil’s 2,395-dwt Villa;
  • Panoil Petroleum’s 7,004-dwt Ophelia and 2,561-dwt Oprah;
  • Brightoil Petroleum’s 4,233-dwt Brightoil 326; and
  • Hong Lam’s 9,480-dwt Eager.

This brings the total number of fuel oil bunker tankers with MFMs to 135 out of 144 fuel oil bunker tankers.

The total number of registered bunker tankers in Singapore as of December 28 is 212, MPA’s website showed, down from 223 on December 15.

MFM bunker deliveries for fuel oil became mandatory on January 1.

The implementation of MFMs for marine gas oil deliveries in Singapore is next, and could come sometime this year, S&P Global Platts reported April 22 quoting MPA Assistant Chief Executive of Operations Capt. M Segar.

MFMs measure the flow rate in the pipe, gauging the quantity as well as the mass and density of the bunker fuel passing through.

The meters are said to improve operational tolerance and reduce bunkering operation time from eight to four hours, trade sources said.
