New Publicly Available Specification (PAS 23263‐2019) for IMO 2020 Implementation

The  recently announced Publicly Available Specification (PAS) from IMO covers “Considerations for fuel suppliers and users regarding marine fuel quality in view of the implementation of maximum 0.50% sulfur in 2020” 

Viswa Lab in its commitment to inform it’s buyers and prospective customers has summarised that report released last week in the following points.  

  1. Purpose of this document is to provide fuel suppliers and user information on marine fuel quality in view of the introduction of 0.50 % sulfur fuel in 1/1/2020. 
  2. This standard covers information on important parameters such as Flash Point, Kinematic Viscosity, Cold Flow Properties, Stability, Compatibility, Ignition Characteristics & Catfines. 
  3. However, all the requirements are compatible with ISO 8217:2017 tables.  
  4. The cold flow properties for some distillate fuels discussed in the standard are in line with ISO 8217:2017. 
  5. In view of the new fuels having very low levels of asphaltenes the issues of comingling of fuels and stability have been addressed in much greater detail in this standard. 
  6. In particular, additional test methods and indicators to evaluate stability and compatibility of the fuels have been included. 
  7. While the ASTM D4740 spot test is well known, three more method namely ASTM D7060, ASTM D7112 & ASTM D7157 are now accepted.
  8. Each of these tests has an instrument specifically developed to conduct these tests.  
  9. This specification will be compatible with ISO 8217:2017. The new 0.50 % sulfur will be covered under one of the fuel grades listed under ISO 8217 tables.  
  10.  Table 1 & table 2 of ISO 8217 will still be applicable with regards to the maximum and minimum value of various other parameters.  
  11. Already 100s of VLSFO samples have been tested and typically viscosity falls in the range of 10 to 380 cSt and density from 870 to 991 kg/m3.
