In preparing for this transformative change, port authorities engaged in extensive consultations with various stakeholders. Impact on the Bunker Market

Currently, only 40 out of 170 bunker vessels in Rotterdam, Antwerp, and Zeebrugge are equipped with a certified bunker measurement system. It is evident that this requirement will have a substantial impact on the bunker market. To facilitate a smooth transition, the authorities have chosen January 1, 2026, as the commencement date for this mandatory system. This timeline allows the various companies within the bunker chain sufficient time to adapt and ensure compliance with the new regulations.

Future-Ready Regulations

The mandate for a certified bunker measurement system in the Antwerp-Bruges port was already included in the permits for bunker vessels. However, the permit for bunker transporters in Rotterdam is yet to be updated to align with these regulations. The upcoming trade conference ARACON, scheduled for October 19 and 20, will provide an opportunity for the two ports to deliver a status update on the progress and implications of this landmark decision.
