Austal Finalizes Strategic Shipbuilding Agreement To Boost Australia’s Naval Capabilities

Austal Limited (ASX: ASB) has officially finalized its Strategic Shipbuilding Agreement (SSA) with the Commonwealth of Australia, marking a significant milestone in strengthening Australia’s sovereign naval capabilities.

Under the agreement, Austal’s new subsidiary, Austal Defence Shipbuilding Australia, will act as the Commonwealth’s strategic shipbuilder for Tier 2 surface combatants at Henderson, Western Australia. The SSA outlines a long-term commitment to deliver key vessel programs, enhance local industry involvement, and meet national defence objectives.

Strengthening Sovereign Defence through Strategic Collaboration

The SSA positions Austal Defence Australia as the primary contractor responsible for building and delivering two major shipbuilding projects under the LAND8710 program: 18 Landing Craft Medium (LCM) and 8 Landing Craft Heavy (LCH) vessels. These vessels will enhance the Australian Army’s amphibious capabilities, with the LCM project expected to generate significant revenue over its 8-year term, valued at A$1–1.3 billion. Austal’s role involves overseeing the entire lifecycle of vessel development—from design and integration to delivery—while focusing on reducing costs and improving efficiency.

This agreement reflects the Australian Government’s emphasis on defence sovereignty and a resilient supply chain, especially in a shifting global strategic environment. It aligns with the Commonwealth’s continuous naval shipbuilding policies aimed at maintaining readiness and security in Australian waters.

Establishing a Long-Term Framework for Continuous Naval Capability

The SSA not only outlines immediate vessel construction projects but also lays the groundwork for long-term shipbuilding in Western Australia. With a potential maximum term of 15 years, the agreement supports Austal’s vision of creating a robust local supply chain, expanding local employment, and maintaining schedule and budget discipline in naval programs. The framework includes a ‘Target Cost Incentive’ model that balances profit with performance and encourages continuous improvement.

Austal Defence Australia will operate independently from Austal’s commercial divisions and will build its own specialized workforce, drawing from existing personnel and new recruits. It will manage strategic procurement, design engineering, testing, and delivery aligned with broader defence projects such as the Collins Class submarine sustainment.

Austal’s formalization of the SSA with the Commonwealth of Australia marks a transformative shift in the country’s naval shipbuilding landscape. With the establishment of Austal Defence Australia, the company is set to deliver world-class defence vessels while strengthening Australia’s sovereign industrial base.
