The Black Sea Memorandum of Understanding on Port State Control (BS MoU) will trial a new data-sharing feature starting 1 January 2025. This feature will enable Flag States (FSs) to download Port State Control (PSC) data for their vessels. This initiative emphasizes the maritime industry’s need for reliable data and aims to enhance safety and transparency, reports BSMOU.
Introduction of PSC Data Access
The BS MoU enables Flag States to access and download bulk PSC data for their vessels in a trial phase starting in 2025.
The move addresses the growing demand for reliable maritime data and analytics.
User-Friendly Interface
The new platform offers an intuitive interface, allowing users to load and download data effortlessly.
The trial mode will run until the next BS MoU Committee meeting.
Available Data and Formats
Flag States can access inspection data for individual vessels over three years in MS XLS or XML formats. The data includes:
- Inspection Details: Location, date, type, detentions, etc.
- Ship Data: Name, IMO number, risk profile, and priority before inspection.
- ISM Company and Certificates: Issuing authority, codes, and nature of deficiencies (excluding security-related deficiencies).
Coding System for Specific Information
Some data, such as the inspecting authority and certificate names, are coded.
A reference code table is available for interpretation.

This initiative aims to bolster maritime safety, reduce pollution risks, and improve on-board living conditions.
It also seeks to enhance industry collaboration and transparency.
Requesting Access
Flag States can request access by completing the BS MoU Data Request Application Form and submitting it to the BS MoU Secretariat.
