The International Maritime Organization (IMO) facilitated two preparatory meetings in 1997 and 1998, leading to the signing of the Indian Ocean Memorandum of Understanding (IOMOU) on Port State Control in 1998, with operations starting in 1999. According to Safety4Sea, this agreement has played a crucial role in enhancing maritime safety, environmental protection, and working conditions for seafarers.
Significant Progress and Inspections
By 2024, IOMOU has conducted over 13,500 inspections, identifying more than 34,000 deficiencies. These efforts, in collaboration with the Tokyo and Paris MOUs, have significantly improved safety standards across the Indian Ocean region. The organization has also emphasized training officers to maintain consistent and efficient inspections.
Future Outlook and Regional Expansion
As IOMOU celebrates its 25th anniversary, the organization remains committed to expanding its reach and strengthening cooperation with its 12 observer members. Moving forward, it aims to continue supporting its member authorities through increased training, inspections, and technical cooperation.
