The initiative comes in response to developments at the 83rd session of the IMO Marine Environment Protection Committee (MEPC 83) in April 2025, where key draft amendments to MARPOL Annex VI were approved.
Two Pillars of the IMO’s Mid-Term Measures
The IMO’s mid-term measures are built on two main components:

The GHG Fuel Intensity (GFI) Regulation – This sets mandatory standards for reducing the carbon intensity of marine fuels, targeting a progressive shift to low and zero-emission options.

The IMO Net-Zero Fund – This fund will be financed through levies based on fuel emissions, with the goal of promoting decarbonization projects, especially in developing countries and emerging technologies.
