Thailand crew change is open for off-sign, but not for on-sign, says an article published in Maritime Bulletin.
Crew change policy
Off-Sign is ok
Thailand is open for off-sign for all nationalities, providing off-sign crew members are t-negative and leave the country in 24 hours. No prolonged stay beyond 24 hours is allowed.
On-signers situation
On-signers are not allowed into the country and Off-signers can be replaced with Thai seamen only.
Ships calling at Thai ports
Ships may call Thai ports for crew change only. These ships will have to berth, with all expenses that berthing implies.
