Delfin Midstream Inc. (Delfin) has announced the signing of a Letter of Award (LOA) with Samsung Heavy Industries (SHI), appointing the South Korean shipbuilder as the exclusive Engineering, Procurement, Construction, and Installation (EPCI) contractor for the first Floating Liquefied Natural Gas (FLNG) vessel under the Delfin LNG project. The agreement also grants Delfin exclusive rights to use SHI’s dock for the vessel’s construction.
Strengthening the Construction Pathway
Under the LOA, Delfin and SHI will initiate early engagement work, mobilizing project teams to streamline schedules and mitigate potential project risks. This step marks significant progress toward Delfin’s planned Final Investment Decision (FID) for the first FLNG vessel, targeted for November 2025.
Earlier in 2025, Delfin secured gas turbine manufacturing capacity for the FLNG vessel from Siemens Energy Inc. The company has since advanced its debt and equity financing, reinforcing its development momentum for one of the United States’ most promising offshore LNG projects.
Multi-Vessel Expansion Strategy
The agreement also sets the foundation for Delfin’s second and third FLNG vessels. A dock reservation scheme has been arranged for the second FLNG unit, enabling an FID as early as early 2026. Additionally, Delfin and SHI plan to collaborate on future business and shipbuilding ventures tied to the third FLNG vessel, deepening cooperation between the U.S. and South Korea.
A Pioneering U.S. LNG Project
Delfin’s brownfield deepwater port project offshore Louisiana leverages low-cost floating LNG technology, requiring minimal new infrastructure to host up to three FLNG vessels with a combined capacity of 13.2 million tonnes of LNG annually. Once operational, Delfin LNG is poised to become the first deepwater LNG export port facility in the U.S., contributing significantly to energy exports, job creation, and regional economic growth.
