EMSA Unveils Strategic Vision for 2025

The European Maritime Safety Agency (EMSA) has outlined its strategic direction for 2025 in the Outlook 2025 publication. This initiative reflects the Agency’s commitment to modernising maritime safety, strengthening environmental sustainability, and driving digital transformation. The plan aligns with new legislative developments, particularly the FuelEU Maritime Regulation and the Maritime Safety Package, which introduce comprehensive reforms to enhance maritime safety.

Expanding Responsibilities and Legislative Alignment

With the revision of its mandate, EMSA will take on a broader set of tasks, reinforcing its role in decarbonisation, maritime security, and digitalisation. The Maritime Safety Package will introduce critical updates to accident investigation, port state control, flag state compliance, and pollution prevention, requiring EMSA to allocate additional resources and technical support to ensure smooth implementation.

“This package introduces important revisions to directives governing accident investigation, port state control, compliance with flag state requirements and ship source pollution, which will significantly shape EMSA’s activities and resources in 2025 and beyond. ” explained Maja Markovčić Kostelac, Executive Director

Strategic Thematic Focus

EMSA’s 2025 strategy is built around sustainability, safety, security, surveillance, and simplification. Digitalisation, technical assistance, and strategic support will serve as cross-cutting themes to enhance efficiency and cost-effectiveness while aligning with EU priorities.

Key Focus Areas for 2025

EMSA will work towards reducing the maritime sector’s environmental impact, supporting sustainable fuels, and strengthening pollution mitigation. Maritime surveillance will be enhanced through advanced technologies, assisting EU institutions and Member States in key operations.

Additionally, EMSA will modernise maritime safety regulations, ensuring compliance with the new Maritime Safety Package. The Agency will continue its push for digitalisation, streamlining maritime operations, and reducing administrative burdens. Technical assistance and capacity-building efforts will further support the implementation of EU maritime legislation.
