EU Mandates Insurance Proof for All Ships Entering Waters

The European Commission has just rolled out a Delegated Directive that updates Annexe I of the Vessel Monitoring Directive (2002/59/EC). This fresh amendment requires all ships entering EU waters, even those just passing through without docking at EU ports, to provide proof of insurance, reports The Swedish Club.

Directive Publication and Entry Into Force

The Directive has been officially published and will take effect 20 days after its release, which means it will be in force on 18 May 2025. You can find a copy of the Directive attached for your reference.

Alignment with International Maritime Standards

At the same time, the European Commission and Member States have put forward a proposal to the International Maritime Organization (IMO) to revise the current Mandatory Ship Reporting Systems (MRS) that apply to EU coastal waters. These initiatives are all about boosting maritime safety and protecting the environment by enhancing monitoring and response capabilities.

Objective and Impact of the Directive

The goal of this Directive is to bolster the EU’s capacity to spot and manage risks from uninsured or unsafe vessels. By mandating insurance disclosure in reporting zones, the EU is not only aligning its regulations with international standards but also tackling risks associated with hazardous cargoes and geopolitical tensions.

Official Statement

Magda Kopczyńska, the Director-General for Mobility and Transport, referred to this measure as a targeted step with significant impact, emphasising the readiness of coastal States and showcasing the EU’s dedication to safe and sustainable maritime operations.
