EU Unveils Strategic Plan For A Secure And Prosperous Black Sea Region

Three Pillars of Cooperation

The new EU strategy is built on three key pillars:

1. Enhancing Security and Stability

   • Establishment of a Black Sea Maritime Security Hub to improve regional maritime safety.

   • Focus on protecting critical infrastructure, environmental safety, and demining cooperation.

2. Promoting Sustainable Growth

   • Launch of a Connectivity Agenda, aligned with Trans-European Networks, to strengthen digital, transport, and energy corridors.

   • Boosting economic potential by linking Europe with Central Asia through the South Caucasus.

3. Fostering Environmental and Climate Resilience

   • Support for coastal communities and blue economy sectors to handle climate and war-related environmental challenges.

   • Investment in disaster preparedness and ecological protection.

Geopolitical Context and Strategic Importance

• The Black Sea serves as a vital gateway connecting Europe to Asia and the Mediterranean.

• Russia’s invasion of Ukraine has destabilized the region, reinforcing the need for a coordinated EU response.

• The strategy aligns with broader EU initiatives, such as the Global Gateway, ProtectEU, and the Eastern Partnership, ensuring a holistic approach to defence, resilience, and integration.

Supporting EU Enlargement and Integration

• The EU’s plan underscores support for Ukraine, Moldova, and potentially Georgia on their EU accession paths.

• It encourages alignment with EU laws, reforms, and integration into the Single Market.

• Partnerships with Türkiye, Armenia, and Azerbaijan are being deepened in strategic sectors.

Next Steps and Implementation

• The EU proposes a ministerial meeting with regional partners to advance the strategy.

• The approach builds on prior EU frameworks like the Black Sea Synergy and the Common Maritime Agenda.

• Implementation will occur in synergy with enlargement efforts, utilizing EU resources and financial instruments in a Team Europe approach.

In doing so, the strategy not only responds to the immediate consequences of Russia’s aggression in Ukraine but also lays the groundwork for long-term resilience and integration—anchored in shared values, mutual interests, and a vision for a more connected and secure future.
