Two months after being announced, fines for slow-moving cargo companies at the Ports of Los Angeles and Long Beach still haven’t taken effect. 

The Container Dwell Fee hasn’t been deemed necessary since it was announced on October 25th. Since then, companies have gotten the message, as the amount of old cargo left on the docks has dropped by 41-percent. 

The need for the 100-dollar-per-container fine will still be reassessed every Monday.
