From 1 January 2025, ships of 5,000GT and upwards carrying cargo or passengers into, between, or out of EEA ports (EU, Norway, Iceland) are subject to FuelEU Maritime (Regulation (EU) 2023/1805). MP needs to be prepared and verified for all impacted ships, including ships already under MRV or calling at EEA ports for the first time, reports LR.
Data Collection and Submission
Lloyd’s Register (LR) can help clients develop and validate MPs by way of its Emissions Verifier digital tool to support regulation compliance.
Shipowners/Operators will collect energy use data for all voyages carried out in 2025. The data, being compatible with the MP processes, is to be submitted to LR through Emissions Verifier before the end of 31st January 2026. This data will then determine the GHG intensity and compliance balance. Non-compliance will incur penalties. If a vessel is sold during the year, the data stays with the vessel, and the owner/operator responsible on 31 January handles submissions and penalties.

LR OneOcean’s Risk Manager FuelEU will be launched in January 2025. It will provide tools to monitor compliance and manage emissions, helping shipowners meet regulatory challenges efficiently.
