FuelEU, MRV, ETS and IMO DCS Deadlines Outlined for 2025–2026 Compliance

  • IMO DCS & CII emissions data required by 31 March 2026.
  • FuelEU reports due from January to April 2026.
  • EU MRV data must be verified in THETIS by 31 March 2026.

Shipping companies need to navigate a two-step submission process to get timely verification from Lloyd’s Register. The first stage is all about sharing fleet and voyage details for every vessel that docked at EU and UK ports in 2025. In the second stage, companies will upload specific ship-level data and necessary documents through the Emissions Verifier portal. It’s crucial to meet both deadlines so that LR can kick off the verification process and ensure compliance with FuelEU, MRV, and ETS regulations, reports LR.

Stage 1 Submission to LR by December 15, 2025

Send your information to LR via email:

  1. Total number of vessels that called at EU & UK ports in 2025
  2. Number of voyages for each vessel

Stage 2 Data Upload by January 15, 2026

IMO DCS & CII Verification Requirements

Data Submission by March 31, 2026: Annual emissions data and supporting documents must be submitted using the Emissions Verifier portal.

FuelEU Compliance Deadlines

  1. January 31, 2026 – Submit your ship-specific FuelEU report
  2. March 31, 2026 – Get your FuelEU report verified
  3. April 30, 2026 – Ensure your data is marked verified in THETIS

EU MRV Reporting Deadlines

  1. March 31, 2026 – Submit and verify ship and company data in THETIS
  2. AA may ask for earlier submissions (not before February 28).

EU ETS Requirements

  1. March 31, 2026 – Enter verified company-level emissions into the Union Registry via MOHA
  2. April 1, 2026 – MOHA will be blocked if submissions aren’t made

UK MRV Obligations

  1. April 30, 2026 – Data must be verified by an accredited verifier
  2. The UK platform is still pending; verified data will be held by LR until it launches.

IMO DCS & CII Final Deadlines

  1. March 31, 2026 – Submit your emissions data
  2. May 31, 2026 – Verification and Statement of Compliance will be issued
  3. June 30, 2026 – Verified data will be uploaded to IMO GISIS.
