Gabon Introduces Carbon Contribution Surcharge On Maritime And Air Shipments

As part of its strengthened climate policy, the Gabonese government has introduced a new carbon contribution surcharge on cargo shipments. The move follows a decree passed by the Council of Ministers in January 2025 aimed at curbing greenhouse gas (GHG) emissions across maritime and air transport sectors.

Emissions Control and Funding Mechanism

The new legislation seeks to rigorously control GHG emissions for all operators within Gabonese territory. A National Sovereign Carbon Registry will be established to monitor and analyze emissions data. Additionally, a Carbon Contribution fee, channeled to the Agency for the Development of the Green Economy (AGADEV), will finance environmental projects throughout the country.

New Surcharge Implementation Details

Effective Date:

  • April 15, 2025 (for global shipments)

  • May 15, 2025 (for cargo from North America and Latin America)

Scope:

  • Applicable to all cargo shipped to and from Libreville, Gabon

Surcharge Rate:

  • USD 9 per TEU

Surcharge Codes:

  • TAX44: Country Carbon Contribution at Destination

  • TAX43: Country Carbon Contribution at Origin
