Hong Kong Launches Incentive Scheme for Green Maritime Fuel Bunkering

Hong Kong’s Marine Department (MD) has unveiled a Green Maritime Fuel Bunkering Incentive Scheme designed to accelerate the city’s ambition to become a green maritime fuel bunkering hub in line with the IMO’s 2025 net-zero target.

Aiming for Cleaner Seas

In response to the International Maritime Organization’s goal of achieving net-zero emissions in international shipping by 2025, Hong Kong introduced an “Action Plan on Green Maritime Fuel Bunkering” in November 2024. The plan outlines five strategic priorities and ten key actions to drive the adoption of low- and zero-carbon ship fuels.

The new scheme provides financial support to pioneer companies investing in LNG and green methanol bunkering operations in Hong Kong. Eligible firms will receive HKD 500,000 per operation for their first two bunkering events within one year of risk assessment approval. Each fuel type has a cap of HKD 2 million per company, with disbursements granted on a first-come, first-served basis.

Companies that have already completed their risk assessments or operations before the scheme’s launch are also eligible for incentives, ensuring early movers are not disadvantaged.

Strategic Support for a Green Future

The MD emphasized that the incentive scheme aims to encourage early entry into green fuel bunkering, helping to level the playing field between pioneers and latecomers. It reinforces Hong Kong’s strategic position as a major bunkering hub—leveraging its prime location near international shipping lanes and existing port infrastructure.

Additionally, a dedicated Green Maritime Fuel Team will offer one-stop guidance to streamline regulatory processes, risk assessments, and pre-bunkering approvals.

The application form of the Scheme has been uploaded onto the MD’s website. Application forms will also be provided to relevant applicant companies by the Green Maritime Fuel Team of the MD upon request.
