Huzhou to Produce 200 Electric Ships Annually Under Green Shipping Plan

The People’s Government of Huzhou City in Zhejiang Province has entered into a strategic agreement with China Energy Engineering Group to advance cooperation initiatives. Alongside this, Huzhou Communications Investment Group and China Energy Engineering East China Construction Investment Co., Ltd. have signed a framework agreement to jointly establish Huzhou Green Shipping Development Co., Ltd., with plans to develop a green intelligent shipbuilding base in Huzhou. The project carries a total investment of RMB 33 billion (about US $4.59 billion), according to IMARINE NEWS.

Green Intelligent Ship Technology Industrial Park Project

Zhejiang Province’s first green intelligent ship technology industrial park is set to receive an investment of about RMB 5.286 billion (approximately US $735 million). The project will be located on the coast of Miaoxi Port in Kangshan Street, covering 612 mu in total.

The first phase will span roughly 500 mu (about 1,677 acres) and involve the development of a new energy ship intelligent manufacturing base with an investment of RMB 2.726 billion (approximately US $379 million). The facility will add 111,470 square meters of construction space and house 272 sets of production equipment, including 100-ton and 15-ton gantry cranes, modular cranes, CNC cutting machines, welding systems, and blanking and processing machinery. Once operational, the base will have the capacity to produce 200 electric-powered vessels annually.

The second phase will focus on charging and battery-swapping infrastructure and related industries, covering approximately 100 mu with an investment of RMB 2.56 billion (around US $356 million). Plans include eight charging and swapping stations, a 3,000-square-meter new facility in South Taihu, 50 high-capacity (1000kV) charging piles, over 40 battery energy storage units, and photovoltaic systems with supporting facilities.

The project has moved into active implementation, with the tender plan released in June. Construction is expected to take 720 calendar days, beginning in the second half of this year, and operations are scheduled to start in the second half of 2026. Once completed, the smart manufacturing base is expected to boost Huzhou’s high-end equipment manufacturing sector and strengthen the green shipping network in the Yangtze River Delta.

Advancing Huzhou’s Green Shipping Strategy

China Energy Engineering Group, aiming to establish itself as a world-class integrated energy enterprise, has been expanding various “energy+” initiatives across China. Huzhou, leveraging its role as the nation’s first inland green shipping corridor pilot project, is prioritising development in green waterways, green terminals, green ships, and environmental initiatives, integrating inland shipping with advanced energy systems.

This cooperation marks a new stage in Huzhou’s development of high-quality green shipping, setting a model for inland shipping growth in the Yangtze River Delta. Recently, the city released the Implementation Plan for Promoting Full Domination of Electric Ships and Leading the Development of Green and Intelligent Shipbuilding Industry (2025–2030). The plan aims to position Huzhou as a leading inland river hub port in China and a demonstration zone for a modern inland river shipping system. By 2030, the city aims to complete and operate more than 1,800 electric ships of the 1,000-ton class and establish a 50-billion-yuan high-end, green, and intelligent shipbuilding industry cluster.
